of a fire due to the escape of ignited petroleum or a burning

ship. We would respectfully submit that this precaution on the

part of the Military Authorities must be applicable only to war

time and in connection with the Northpoint Battery and not for

all ordinary periods of peace and we think that if you give the

Ivored, undertaking that on demand the tank ship if #eeved at the wharf

shall at once nove away to safe anchorage, the W.0. will not in-

-sist on this condition being carried out. For it would only take

a few minutes to move the steaner, as the whole stay at the wharf

is about 24 hours steam would be always kept up.

We trust therefore that the W.0. will accede of the

use of this site, otherwise we regret that you will be compelled

to abandon the whole of the scheme.
